In September 23 remarks published by OpenAI, CEO Sam Altman addressed the United Nations Security Council about advanced AI. He identified loss of human control and concentration of power as risks, while arguing that AI should expand people’s ability to learn, create and solve problems.
Altman called for compatible national and international standards for capability measurement, risk assessment and oversight, alongside incident reporting and secure channels for sharing threats. These were proposals in a speech. Official transcript.
